Men and women between the ages of 18-25 years are formed into separate groups with 10-15 members to a group. A total of 4,156 youth members have been organized into 400 youth groups in 55 villages, coordinated by 10 program centers. .

Each group elects Village Development Committees (VDCs) to develop and monitor various development programs in their respective villages, which include the cleaning and greening of villages by planting saplings. Various VCDs such as Street Lights Committee, Sanitation Committee, Water Committee, Environment Committee, Agriculture Committee, Education Committee, etc., oversee the overall development of the village, as Bala Vikasa encourages an integrated development approach.
