Implementation Methodology
Inauguration in a Festive Atmosphere : Each project will be inaugurated in a big festive atmosphere to make every in the village know about the project inauguration. The committee members arrange all the things for the inauguration. The villagers get together at the center of the village 30 minutes before the time. The committee members invite their local Members of Legislative Assembly (MLAs) and other local politicians, government officials, press etc. for the inauguration. All the tractors and people gather in the center of the village and reach the tank in a procession led by the local band. The villagers move with Bala Vikasa banners raised in hands and shouting the slogans on desiltation program and water conservation.
This kind of celebrations creates awareness in the villages and every one knew in the village that the project is being implemented for their benefit by Bala Vikasa.
Temporary Supervisors : Since the project is implemented seasonally during the hot summer, Bala Vikasa hires temporary staff on contract basis to implement and monitor the project at village level. Since the project is implemented in the summer and it's a holiday season for the college students, we try to provide employment to the college students and unemployed youth who are mostly from the rural
background. The staff would take note of each and every load excavated. We hire on an average 60 staff every year.
Procurement of Tractors : Each individual farmer will procure a tractor with the support of the village committee. Since there will not be sufficient tractors from single village the farmers along with the committee members would go to their neighbouring villages to pool sufficient tractors. It would cost on an average Rs. 60 per transporting and another Rs. 10-15 for spreading one tractor load of silt in the farm ( 70% of the project cost). Every year about 1,000 tractors participate in different villages to transport the tractors.
Procurement of Excavators : Bala Vikasa will contact, get quotations from different excavating companies and hire the machines after negotiating the best price. On an average it would cost around Rs. 30 per loading one tractor load of silt (30% of the project cost). Every summer during the peak days, Bala Vikasa hires about 20 to 25 excavating machines to implement the project in different villages.
20 hours of Implementation Every Day : Since the time available to implement the project
is very short we need to maximize the work in the available time. Therefore, we try to implement the work on 24 hours /day with shift system . Many farmers prefer to work in nights since it is summer and the days are very hot. And also by providing double shift work to the tractors and the excavating machinery better price can be negotiated which economizes the project cost.
